Mandatory Volunteer Registration

Purpose
To enhance adherence to Child Protection Policies and ensure a safe environment for all junior players, the Robina Raptors Rugby League Club requires active participation from parents and guardians in volunteer roles. This by-law is established in alignment with the Child Protection Policies set forth by local (RLGC), state (QRL) and federal (NRL) governing bodies.
Scope
This by-law applies to all families with registered junior players (ages 16 or under) at the Robina Raptors Rugby League Club.
By-Law
The club’s Registrar / Member Information Protection Officer / Child Protection Officer, in coordination with the Management Committee, will be responsible for monitoring compliance and enforcing this by-law.
Mandatory Volunteer Registration
Effective from December 1, 2024, at least one parent or guardian from each family with a registered junior player must register with the club as a volunteer. This registration must occur at the time of the junior player’s registration or within 30 days of registration. A junior player is any player registered to play in either Tackle or Tag versions of the game, aged up to and including 16 years of age.
Blue Card Requirement
All registered volunteers must obtain a valid Blue Card, which is a mandatory background check for working with children in Queensland. The volunteer must apply for the Blue Card within 14 days of volunteer registration and provide proof of the card to the club within 60 days.
Child Protection Training
In addition to obtaining a Blue Card, all volunteers must complete the required Child Protection training provided by the National Rugby League (NRL). The training must be completed within 30 days of registering as a volunteer. Proof of completion must be submitted to the club’s Registrar / Member Information Protection Officer / Child Protection Officer, and will be reviewed and confirmed via the NRL’s Member management system, MySideline.
Reasoning behind the By-Law
The club is enacting this by-law to simplify Child Protection Policy management for the club’s Registrar / Member Information Protection Officer / Child Protection Officer. By mandating that at least one adult member of each family MUST complete the NRL Child Safety / Child Protection training, we ensure above minimum standard compliance for Child Protection Training. The easiest way for the club to monitor compliance with this by-law is by reporting and viewing NRL learning module completion. At a club level this can only be viewed for members of the club. By enforcing the Volunteer registration, the club’s management can therefore access the given member’s Training and Accreditation History, making the job of managing Child Protection training easier for our Registrar / Member Information Protection Officer / Child Protection Officers, who are themselves all volunteers.
Non-Compliance
Failure to comply with the requirements of this by-law may result in disciplinary actions, including but not limited to the suspension of the junior player’s membership until compliance is achieved.
Continued non-compliance may result in further actions as determined by the club’s Management Committee, including the potential termination of the junior player’s registration.
Exemptions
Families may apply for an exemption from this requirement under special circumstances, such as medical incapacity or other significant hardship. Exemption requests must be submitted in writing to the club’s Executive Committee, which will review and decide on a case-by-case basis.
Review and Enforcement
This by-law will be reviewed annually by the Robina Raptors Rugby League Club’s Executive Committee to ensure its effectiveness and compliance with updated Child Protection policies.
